As a subcontractor to HP Enterprise Services (formerly EDS Corp.), Victory Global Solutions has played a key role in the build-out of the enterprise-wide Navy Marine Corps Intranet (NMCI) Program then the Continuity of Services Contract (CoSC) and now on the follow-on Next Generation Enterprise Network (NGEN) Program with the U.S. Department of the Navy. We program manage the logistics support and delivery of the data power and cooling solutions for the deployment of NGEN BANLAN Network Infrastructure Solutions, which include over 200 sites and 20,000 network nodes. We also support requirements analysis, configuration management, order fulfillment, delivery, and facilities management including help desk and on-site servicing of equipment for the vast Program’s engineering and logistics; and general contractor teams.

Risk Management Framework

Risk Management Framework (RMF) is the unified information security framework for the entire federal government that is replacing the legacy Certification and Accreditation (C&A) processes within federal government departments and agencies, the Department of Defense (DOD) and the Intelligence Community (IC).

RMF is an integral part of the implementation of FISMA, the Federal Information Security Management Act, and is based on publications of the National Institute of Standards and Technology (NIST) and the Committee on National Security Systems (CNSS).

Victory is dedicated to providing RMF consulting services to government organizations and their supporting contractors, vendors, and service providers. The Effectiveness of Internal Auditing – Part 1

How do you know if your Quality Management System is effective? When a company’s management is committed to – (1) having a vision, mission and clear objectives toward meeting customer requirements; (2) having well-qualified and dedicated employees who share in the company’s vision, mission and objectives to meet customer requirements; (3) working with implemented, controlled and up-to-date documented processes that as utilized are also measured; (4) ensuring that processes and products that are not being adhered to as well as improved upon in meeting customer objectives will be resolved through a corrective action process; and (5) testing and verifying that the products meet customer standards. However, the verification process requires another step and that is to audit the output and measurements used to gage customer satisfaction.
Auditing the output is done through internal audits, i.e., audits done by trained employees who have no participation within the departments being audited – thus preventing the audit from being biased. This is no easy feat and beyond being trained to perform the audits, it is key that an internal auditor understand the company’s overall operations which sometimes can be seen as an art form in solidifying the QMS and identifying any ineffectiveness, corrective actions and continual improvement.
But how does a company improve the effectiveness of the internal audits itself? This will be discussed in our next Blog – The Need for Internal Auditing, Part 2.

The Importance of a Quality System
In an article by Hank Posters entitled Reliability vs. Quality, he states that “It’s high time we got back to practicing reliability, engineering, and designing robust products, processes and systems. Six Sigma and Lean are good at correcting problems in engineering and process design, whereas Quality Systems are designed to address reliability and prevention. It’s always more cost-effective to design processes capable of producing quality products and services than it is to correct the process after the fact.” Design and development processes using a Quality System encourages a company to offer their customers a good product upfront.

Most would agree that common sense, as the saying goes, isn’t all that common. But what about quality?

Is quality a given? Jack and Suzy Welch said it was in a recent BusinessWeek magazine column (“The Importance of Being Sticky,” Sept. 22).


I concur that quality might be a widely held expectation when it comes to products and services today, but that doesn’t mean companies always hold up their end of the bargain. And it doesn’t mean quality is in any way the status quo. It will never be possible to “achieve” quality, then sit back, fold your arms and expect it to take care of itself. (more…)

Why Don’t People Follow Processes and Procedures?

There’s been a lot of attention given in recent months to the processes and procedures used to order fulfillment. Key programs and initiatives like our Quality Management System (QMS) and ongoing projects all underscore the importance of understanding our processes with their supporting procedures and work instructions. A couple of themes related to our processes and procedures have emerged: 1) some of our processes aren’t documented and 2) some of our procedures aren’t followed. With the ever-increasing emphasis on processes and procedures, we’re spending more time and effort on defining, documenting, and maintaining them. So why do we find these same processes and procedures being overlooked, ignored, or passed by?

Victory has been awarded a National Institute of Health Government Wide Acquisition Contract

Columbia, MD – July 12, 2012 – Victory Global Solutions, Inc. (VICTORY) announced today that as a co-prime with Futrend Technology, and other teaming partners, the team was awarded a National Institutes of Health (NIH) Chief Information Officer – Solutions and Partners 3 (CIO-SP3) Government Wide Acquisition Contract (GWAC) under both the 8(a) and small business groupings.

CIO-SP3 is a 10-year, $20 billion Federal Government-Wide Acquisition Contract (GWAC) supporting federal government information technology initiatives focusing on Health- and Biomedical-related services. It is a successor to the highly successful CIO-SP2i and the Image World2 New Dimensions GWAC contracts. (more…)
